Miss Beverly Hills Chanelle Riggan got something very important off her chest at the Miss California USA finals ... her top.
Depending how you look at it, Riggan suffered a major wardrobe malfunction during the bikini portion of the contest Jan. 11th, when her eager assets popped out.
That's one way to win, but the judges weren't as impressed ... after showing off those talents, she only managed to grab 4th runner up.
There are two reasons we're demanding a recount.
